Polish travel document for foreigner is a document issued in specific cases by law to a person who cannot obtain a travel document from the authorities of the country of origin. It is not a Polish passport, it does not give citizenship and does not legalize the stay itself.
What is a Polish travel document for a foreigner?
The document confirms the identity and may be used to cross the border during its period of validity, together with the required residence title and after compliance with the rules of the country of destination. It shall not replace the residence permit or visa required by another country.
Who can receive the Polish travel document?
All requirements under the current legislation must be met. The two key areas are:
- the foreigner must belong to one of the categories of residence indicated in the Act or in the current special provision;
- must demonstrate that he has lost the document, the document has been destroyed or expired and that there is no possibility of obtaining a new document from the authorities of the country of origin.
A missing valid passport, difficulty arranging a consular appointment or legal residence in Poland may not be sufficient. The authority reviews both the person’s residence status and the evidence that a national travel document cannot be obtained.
How to demonstrate the lack of passport?
There is no single list of evidence suitable for every person. Relevant materials may include consular responses, confirmation of a refusal, information that the person cannot be served, a previous document, a loss report or other evidence of a genuine individual obstacle.
The explanation should be consistent with the history of documents, citizenship and residence status. The Authority may request additional evidence or explanations.
How do I apply for a Polish travel document?
- check that you belong to the statutory category of eligible persons;
- collect documents relating to the identity, stay and existing travel document;
- prepare evidence that the document cannot be obtained from the country of origin;
- complete the current form and prepare the photographs and proof of the required fee;
- submit an application to the appropriate voivode as required by the current procedure;
- respond to official requests and additions within the time limit.
The current form, fee amount, number of photographs and the method of submission must be confirmed before sending the application. Requirements may vary and depend on the legal basis.
Does the Polish travel document allow you to travel around the world?
It should not be assumed that the document will be treated as a Polish passport. Before each trip you must check the recognition of the document, visa requirement, transit rules, validity of the residence card and conditions for returning to Poland. The final decision to enter shall be taken by the competent border services.

Travel document for refugees
A person with refugee status may receive a travel document under international protection rules. It is a different document and a separate procedure than the Polish travel document for the foreigner.
Temporary Certificate of Identity for a Foreign National
A temporary certificate confirms the identity of a person in an international protection procedure to the extent provided by law. It is neither an ordinary passport nor a general-purpose travel document.

- the presumption that any foreigner without a passport is entitled;

- relying on an outdated exception or an expired deadline;
- inconsistency of data in identity and residence documents;

FAQ - Polish travel document for a foreign national
Is it enough to have a residence card?
No. It is necessary to belong to a category authorised under current legislation and to demonstrate that no travel document can be obtained from the country of origin.
Does the document replace the passport?
It is a travel document, but not a Polish passport. The scope of its recognition and the required visas must be checked for a particular journey.
Does the document legalise your stay in Poland?
No, not by itself. The right of residence arises from a separate status or permit. The travel document confirms identity and may be used for travel within the limits of its validity.
Temporary facilitation for Belarusian nationals - until 31 December 2026
Until 31 December 2026, Belarusian nationals who meet the statutory requirements may use a special procedure for applying for a Polish travel document under Article 252a(1) of the Foreigners Act.
