MOS 2.0 - what is it and how do you apply online?

Check what applications are made by MOS 2.0, what the procedure looks like, what happens after sending and how to avoid the most common errors.

MOS 2.0 is the system used from 27 April 2026 to submit covered applications for temporary residence, permanent residence and EU long-term resident status online. Not every application by a foreign national is submitted through MOS - the applicable procedure and any exceptions must be checked first.

What is MOS 2.0 and what has it changed?

MOS moves the submission of many residence permit applications from paper forms to an online system. The applicant completes the form, attaches the required files, signs the application using an accepted electronic method and sends it to the competent Voivode.

Submitting an application electronically does not remove all later procedural steps. The authority may require the foreign national to appear in person, present the original travel document, provide fingerprints or a signature specimen, or submit additional documents.

Which residence permit applications are submitted through MOS?

  • applications for temporary residence permits covered by the system, including many cases based on work, studies, business activity and family;
  • applications for permanent residence permits;
  • applications for an EU long-term resident permit.

The rules and official communications shall provide for exceptions in which a different method of submission of the application remains appropriate. This applies, among other things, to selected residence procedures and situations in which the application for a family member is made by a person residing in Poland. Before using the portal, you need to check the specific legal basis.

How to apply through MOS step by step?

Step 1. Check the basis for your stay and the method of lodging

First, determine what type of authorisation you request and whether the case is covered by an electronic procedure. Wrong choice of procedure may require clarification and delay.

Step 2. Prepare access to the system

The account and signature must belong to the authorised person. Current methods of identification and signature should be checked directly in MOS and at login.gov.pl. Do not transmit data for login or electronic identification.

Step 3. Complete the form and attachments

The data in the application, residence permits, contract and annexes should be consistent. Some annexes are prepared and signed electronically by the employer, university or other entity. Current formats and file limits are given in the system.

Step 4. Check application before signing

Before sending, check the basis for your stay, data, documents and signatures. Once sent, the possibility of changing the form on its own is limited and the correction may require contact with the authority or submission of a supplement.

Step 5. Sign and send application

Keep the submission confirmation generated by the system. The technical status itself does not yet determine the completeness of the case, the fulfilment of the conditions of the permit or the right to work.

Step 6. Respond to further actions taken by the authority

Regularly check messages and correspondence. The authority may set a time limit for the appointment or addition. Failure to respond may affect the conduct of the proceedings.

Does submitting an application through MOS legalise my stay?

Simply sending a form does not automatically legalise your stay. The legal effect depends on the deadline, the correct procedure, compliance with formal requirements and any further steps required by law.

After verification of the case, the system may make available a certificate confirming the submission of the application. Such a document shall not replace the residence card, shall not confirm the right to work in any situation and does not by itself give you the right to cross the border.

What to do in case of a MOS failure?

The provisions provide for the protection of the time limit for an official irregularity of the system. The UdSC message, the duration of the failure and the time limit for the recovery of the operation are relevant. Keep communications and evidence of attempts to apply and check the current instructions of the authority.

The most common errors when applying to MOS

  • selection of the wrong basis for residence or form;
  • inconsistent data in the form, passport, contract and annexes;
  • no signature of the person or entity to be signed in the Annex;
  • illegible or outdated files;
  • another person’s use of the data for logging in a foreigner;
  • the presumption that the sending of the form ends the proceedings;
  • no response to the official request or the communication of the authority.

FAQ - MOS 2.0

Is MOS mandatory?

Yes, for applications covered by electronic procedure. Before submitting, however, it is necessary to check that a specific case is not an exception.

Can an attorney apply for a foreigner?

The Plenipotentiary may assist in the analysis and preparation of documents within the limits of his authority. He should not use the login data or electronic signature belonging to a foreigner. The requirements for personal action need to be checked for a given stage.

Do you have to go to the authority after sending your application?

It may be necessary. In particular, the authority may require personal appearance, presentation of originals, fingerprinting or signature.
